The woman who was once the top internal affairs investigator for the Indianapolis Department of Public Safety intends to sue the city for wrongful termination.

Ellen Corcella led the investigation into how blood from suspended officer David Bisard was mishandled. Bisard is the IMPD officer that was charged with reckless homicide and operating a vehicle while intoxicated after a fatal crash while he was on duty.

Corcella claims that her investigations into the Bisard crash as well as many other internal affairs cases were hindered by government officials. She specifically claims Marion County Prosecutor Terry Curry and Mayor Greg Ballard’s chief of staff, Ryan Vaughn hindered the investigation into the Bisard crash.

Corcella also claims she uncovered instances of sexual misconduct and sexual harassment that went ignored by higher-ups. Another shocker in Corcella’s claim state is that some officers used city resources to find and solicit prostitutes.
